What could be a chunk loader?

After restarting the server, as long as I do not come on its own base, everything works more or less normally. But if I come to the base – the game starts to slow down (Can't keep up! Did the system time change, or is the server overloaded? Running 34548ms behind, skipping 690 tick(s)). And it continues to slow down, even after I'm gone far away from the base. I suspect that something in my base supports chunks loaded. I've got a lot of mechanisms…
There are suggestions that it could be?

Wither skeleton question

So I just learned about expanding the fortress floor to increase spawn space, but can I add a second floor above (or even below) the existing fortress just 4 blocks above to create another floor for them to spawn?

I couldn't find the info on my own online, so I came to the fountain of knowledge.
