The main problem i have with the change is that 24 is wayyy to low, a device that splits the entities in groups of 24 actually puts more stress on the server then the entities itself so the rule doesn't really make sence to me.
if Mojang would realize what an absolutely ridiculous change this is that is doing nothing but making an artificial limitation on what players can do for no real benefit, they would realize they should just disable it or bump the default up substantially by default.
The need is definitely there, but what's stopping server owners from turning it on when the default is off? It doesn't break any old worlds, and server owners can implement the setting that works for them after testing. The hate is not directed towards the gamerule itself, but rather the default value of it.
Agreed. If the only reason it even exists is to prevent lag in multi-player, the game rule should exist by default only in multi-player.

Consider this: a new player to the game goes in, builds a most basic mob trap and then wonders why the heck do mobs die for no reason, despite him/her preventing any reason for them to be damaged more than needed. Its an invisible mechanic, that yes, it may improve performance for people with slow computers or on servers, but at the cost of inconvinience, for those that use mob spawners and can handle it, play in single player and those that want to utilize the full mechanics/potentiol of the vanilla game, without having to use commands(which includes going into creative). Players that do want to use spawners, but have lower specs can turn the setting on, and servers can either have it on by default or turn it on as need be. But those that have been okay up until now, shouldnt have to be limited in a sandbox game, because other people are hindered by PC specs.
