Why are jungle saplings rare?

I've done some casual googling, and everyone seems to know jungle saplings are rare, but no one seems to talk about why they're rare. As far as I'm aware, the only special thing about jungle wood is that you need it to farm cocoa beans. Certainly the trees are unique in appearance and come equipped with vines, but that's hardly a special or hard-to-obtain item.

If anyone has some insight or trivia on why their drop rate is half that of all the other trees, I'd love to learn it. Thank you.

HTC One M10 rumored to come in three storage options

HTC’s upcoming One M10 flagship – which is known internally by the codename Perfume – will come in three internal memory options: 16GB, 32GB, and 64GB. This was revealed by the usually reliable leakster @LlabTooFeR.

He, however, said that the availability of these storage options will depend on the market. Aside from different internal memory options, the device is also already rumored to come in two different hardware versions (also depending on the market): one powered by Snapdragon 820, while the other one with a yet-unknown MediaTek SoC.
