When David Bray joined the Federal Communications Commission in 2013, it had had roughly nine CIOs in eight years. Clearly something new needed to happen. Though Bray was still in his 30s, he had been in government for more than half his life, as his government service began at the age of 15. The IT department was in significant need to modernize. Bray recognized that cloud computing and “as-a-service” technology represented a significant opportunity to modernize the FCC’s technology portfolio.

In an ideal world, every leader would be an effective communicator. It should be a leadership requirement, but oftentimes leaders delegate their communication responsibilities for others to handle. Leadership is not about telling others what to do, but rather maximizing the full potential of people by being intently engaged. This requires a leader who can feel comfortable communicating seamlessly with different types and stripes of people, regardless of hierarchy, rank or cultural influence.

Communication is difficult. If it were easy, leaders would not require so many meetings to make a decision or gain clarity and understanding on a particular issue. Beyond not practicing patience and the inability to listen, leaders don?t prepare themselves well enough to most effectively communicate and thus are unable to contribute at their highest levels.
