When a federal appeals court heard the Clean Power Plan case this week, it was about much more than deciding the fate of the Obama administration’s plan to curb carbon dioxide releases. It really did crystallize the difference between the two presidential contenders and by extension, the direction in which American energy and environmental policy could go.
