The FCC’s off-the-rails proceeding to mandate new standards for outmoded set-top boxes took an embarrassing twist yesterday, when a vote on the latest version of the scheme was called off at the last minute. No one outside the Commission has seen the last several versions of the plan, contrary to federal law requiring public notice.
