Washington has welcomed the price-constraining competition that SpaceX brings to the launch sector, which has forced ULA and other launch providers to sharpen their pencils in making bids or risk losing business. But the explosion that destroyed a SpaceX launch vehicle and its payload at Cape Canaveral on Thursday supports its critics who say there may be an inescapable tradeoff between price and safety when it comes to launching satellites or people into orbit.
