There would be outrage if Maine took steps to promote the growing of oranges in the cold, northern state. Unfortunately, this is exactly what many states are doing when they adopt in-state generation-based renewable portfolio standards. These policies encourage otherwise-surreal investments in solar and wind in unproductive places, and, they’re costing ratepayers more.
