$1500 Mod Commission

I find myself in a financial situation where I can afford to commission a mod idea I've been fond of for some time. However, I have absolutely no clue where to begin on something like this.

What skills do I look for in those I commission?

How much monetary compensation is considered adequate for the respective work involved?

For what duration of time should the developers expect to work on this mod?

I have the utmost respect for those who can understand programming since it just boggles my mind, and I have minimal know-how on what I'm talking about.

Q: What is the budget?

A: $1500, and further payments upwards of a grand sum of $5000 by the end.

Q: What kind of mod are you looking for?

A: I'm hoping to commission a total conversion mod on a scale greater than that of any previous attempt. Drawing ideas from mods like TerraFirmaCraft, I'm yearning to see a mod that emulates a wasteland survival to the highest degree. i.e. Radiation, complex diseases, and research.

Q: Why would you commission a mod like this?

A: I've had this idea for a long time, and I honestly just want to leave Minecraft with a fantastic mod for everyone to enjoy complete with all the bells and whistles like new animations, mechanics unique to a mod of this caliber, and a high degree of personal flavor on weaponry and survival. I'm borderline clueless if what I'm asking is even possible or feasible, but I thought I'd ask here before looking for freelancers.
