Is Swap Of Bernie Tax Returns For Hillary Speech Transcripts Taxable To IRS?

Bernie’s wife Jane said she’d swap Bernie’s tax returns for HIllary’s secret speech transcripts. The tax returns aren’t worth much, but HIllary’s speech transcripts clearly are. Is there something for the IRS to tax here?
