You’re constantly faced with a scenario in The Division. You’re walking from point A to Point B, and you see some people in the street. They’re trying to survive in a world without laws. They’re marked in red on your map. They’re wearing hoodies.  Maybe they shoot first, maybe they don’t. If they did shoot first, they’d be more than justified: you’ve been murdering their friends for days. Regardless, you do the only thing you know how: you kill them.
