It is the first time that the U.S. military has acknowledged using cyber weapons, a milestone in a new era of warfighting. But it will likely be a long time, if ever, before offensive cyber weapons are routinely used against state-based actors such as China or Russia that have the resources to effectively retaliate in kind against the U.S.
