What Did Delhi’s Odd-Even Scheme Achieve? Not Much

Delhi government’s odd-even scheme in the first two weeks of January had one purpose–to reduce emissions and pollution. Under the plan, cars with odd-numbered license plates could be driven on odd dates and even-numbered ones on even dates. The idea was to halve (or at least substantially reduce) the number of cars on the streets of the capital, and that, in turn, would reduce the emissions and hopefully, the pollution levels (Delhi wears the notoriety of being the world’s most polluted city.)
