With the Chevy Bolt, GM will bring an affordable 200-mile-range electric vehicle to market more than a year ahead of Tesla Motors. While that has to sting Elon Musk, who has been talking up the Model 3 since 2013, the race to bring EVs to the masses might not go to the swift, but rather to the company that can make them an object of desire.
