Early on December 10, 2015, Volkswagen held a press conference at its Wolfsburg, Germany headquarters where Hans Dieter Pötsch, Chairman of the Supervisory Board and Matthias Müller, Chairman of the Board of Management provided an update on the ongoing emissions scandal at the company. One of the key takeaways from two-hour long presentation was that it was determined to be likely that only a small handful of lower-level  individuals were directly responsible for what happened. Is it that really a plausible explanation for a situation of this magnitude?
