Paying power customers to turn off unnecessary appliances when electricity demand is high seems like a sensible method to avoid having to build more generation capacity. But demand response, as it’s called, is now the subject of a fierce struggle before the Supreme Court, where incumbent power generators are trying to turn back the tide on it.
