The planned September 2015 Seattle USCIIF is not likely a response to U.S. threats to sanction China for cyber espionage. Rather, it is an anniversary and reunion of sorts for USCIIF meetings in Seattle. In 2007 the first USCIIF was held in Seattle, during which Gates met with China’s vice minister of State Council Information Office.
