A heated battle is unfolding in Washington right now between members of the Senate and House who are each fighting for different versions of a bill to save the Highway Trust Fund. Increasingly, it seems that traditional means of taxing fuel aren’t going to cut it. Why? Cars are becoming so efficient that traditional means of generating revenue by taxing fuel consumption are becoming less and less viable.
