Baltimore Police say Stingray phone tracking use exceeds 25,000 instances
The Baltimore Police Department’s use of a controversial cellphone surveillance tool is far higher than previously disclosed, a detective testified, claiming that the agency has used the device more than 25,000 times with court orders — as well as an unknown number of times without one.
